Why the CPF, Pôle Emploi and official aid are not enough
The CPF: capped and insufficient
The Personal Training Account is capped at 5,000 euros (5,500 euros for the least qualified). Many qualifying courses cost much more. In addition, since 2023, an additional charge of 100 euros is required for each training course. And CPF rights accumulate slowly: 500 euros per year of full-time work. If you have only worked for a few years, your pay is derisory.
Pôle Emploi / France Travail: the AIF and its conditions
Individual Training Assistance (AIF) exists, but obtaining its financing is an obstacle course. The training must be validated by your advisor, it must correspond to your Personalized Employment Access Project (PPAE), the organization must be approved, and the funds must be available — which is not always the case. The deadlines are long, the refusals are frequent, and the amounts are sometimes partial.
Pro transition: months of waiting
The Professional Transition Project (formerly CIF) theoretically allows you to retrain while being paid. But the eligibility conditions are strict (2 years of seniority including 1 in the current company), the files are complex to put together, and the validation committees only meet periodically. Between the moment you decide to retrain and the actual start of training, it can take 6 to 12 months.
In other French-speaking countries
In Switzerland, the cantons offer training vouchers but the amounts are limited (1500 to 3000 CHF depending on the canton). In Belgium, the training voucher from the Walloon Region covers 30 euros per hour — insufficient for long training courses. In Canada, provincial training programs exist but places are limited and eligibility criteria complex. In Luxembourg, individual training leave is limited to 80 days over the entire career.
